Regional decisions "Siege Works" and "Mine" working properly?

I have a force led by Stuart (trait "Siege Expert") with 5 full strength infantry regiments besieging Dünamünde. Yet the Siege Works and Mine regional decisions are unavailable. The tooltip for the decisions states that a Siege Expert leader and at least 4 infantry elements are required. What am I missing?

Please find the save folder attached. It's currently October 1701 and Dünamünde just surrendered. I had trouble with the decisions during the previous turn.

Here's another file with no need for restoring turns: Stuart is besieging Dvina with four infantry regiments (grenadiers) yet both decisions are unavailable.

It seems that the problem is the tooltip (again): I had another siege going, this time the general didn't have any siege related traits, but the stack included Sappers and I was able to use both decisions.
