differences in water colour

Why are some of the water tiles dark blue, others light? Is this WAD? The difference does NOT correspond to different water types - ie light blue for coastal, dark blue for ocean. Nor to whether there is ice etc. It could correspond to whether the region is 'in fog of war' - is that it?

What you said, the fog of war. The same happens with land regions.

If you put the cursor in the region you will read it in the tooltip.
