Battle Planner trigger

What exactly are the parameters for the battle planner to kick in?

Just played a game as the parliamentarians and it worked as expected. But in another game as the royalists it doesn't seem to trigger as I'd expect.

I thought from the manual that if you have a 2 or 3 star leader on both sides, you get the planner but that hasn't been the case when playing the royalists. In fact, it's only appeared when Charles himself is the leader.

Am I missing something?

(And yes, it's switched on in the options)

Further info: In the Marston Moor scenario you get the battle planner for Leslie vs Newcastle when playing as the parliamentarians but not for Newcastle vs Leslie when playing as the royalists. Surely it should be the same for both?

Its also needed ''2 stars leaders with a highStrategic Rating'' I don't recall the exact valor needed but could be 4 or higher.
