I would like some clarification on military access rules for the Great Northern War.

There is a decision for the coalition "Path Into Silesia" that supposedly allows access through Silesia however, I can already move my units through Silesia. I can also move through most of Germany, including Prussia.

Apparently I can even move into the United Provinces, even though they are blockading Copenhagen?

So what exactly are the rules and restrictions for military access in this scenario?

A complete overhaul of the access rule should be made for the minor powers in this scenario I believe.
