Raise Tax only need EP?

Why this decision cost only EP, and dont make lower morale or can make revolt on the country? A bit gamey and strange choice because then you can just spawn it every turn. I dont think Louis XIV could allow to do this in real.

I am confused, there is no such decision.... instead there is an option to do so, which does affect NM and potentially creates revolt....

After investigating, here is the cost of the option (not a regional decision, so you don't "spawn" it on the map). It can be taken 4 times per year maximum

For sure the text must be improved

Yes this options, please add the text that it cost NM, it can ruin the game if you dont know it.
