I'm seeing the same thing as to requisitions: unsuccessful every time.
Albeit, it's a very limited sample, but a 100% failure across the board does strike me as it's either being broken or the success chances are so small that it makes that option useless.
EDIT: I took a closer look at my game log and saw that one of the ten requisition decisions I made the previous turn was successful. So, it's not broken, but it does look like the failure chances are much higher than success. Considering the negative consequences of that decision- loss of VP, development, and loyalty- it doesn't look like it's worth the risk of bothering with it when its failure chances are so high.
