I understand there is a map tool, which allows me to change names, edit roads/railroads, add or remove forts etc, but does it have the capability to edit the map itself, i.e. add regions, or break existing regions down into smaller ones?

No, this is not possible and much too cumbersome for you to do (or even for us), it's many weeks of work and complexity. Because on one side you need to redo the map using a graphic software for one and then you need to redo the region cut (from new map) into the tool, and last you must recheck/redo the whole DB (map, setups, events) with your changes. Barely 3 months full time job...forget it.

If the changes are minor, just list them and will see if there are other ways

Thanks for the reply. I'll be sure to list anything I spot, although in general, i must admit that the map is fantastic.
