Situation: In my current GC the Catholics dominate all of Bohemia and yet the Protestants continue to purchase artillery in Prag. Once the garrison sorties it defeats and simply captures the lone unit.
Unless of course there's a subtle under plot of schemes and counter-schemes not yet highlighted in the manual.
