Regional decisions 'defensive works' - Do this work?
To me it seem 'no'?

works for me just fine, bumps the trench level from 1 to 3.

Yes it works.
I didn't pay attention before that the trench level extension isn't build until the second round after positioning the regional decision. :bonk:

What is the motivation behind making the event specifically require being in a province with a city? Does the presence of the city enable point defence like that to a greater extent than if the city wasn't there? Though, for the most part, I've actually used the event when I have besieged an enemy city, to be safe against relief attempts. Not sure if that's part of how the event was designed to be used. Contravallation, I suppose, but I'm not sure that was a thing during this era.

During the Thirty Years War almost all battles were battles for cities or battles near cities. Because the armies were still motivated by the potential for loot, taking and defending cities mattered. Though thoughtful deployment taking advantage of terrain was common, field fortification and entrenchment were not really used.

Entrenchment doesn't do a lot here either, so that's good then :cool:
