I've noticed that all the major Portoguese cities, Lisbon and Oporto, have a very low development level (20, same as countryside).
This is different from most of the other major european cities and prevents Portugal from using the "Draft" and "Volunteers" RGD. Unless AI minor nations are given CRC in different ways, that means Portugal is severely crippled in case of war!

Development is just all over the place in the game not just Portugal. I am trying to fix some of this but I am kinda waiting for a major patch to fix the worst of the errors.
