It should be possible to declare DOW on a major power, when this power (in my case Prussia) declared war against a 3rd state (Bavaria), while I (France) have a defensive treaty with this 3rd power (Bavaria). A casus belli is already existing in this situation.

This is already being looked at. In another thread I reported a few days ago Spain without any DOW option to exercise its CB against Georgia arising from Georgia declaring against France. I wondered if it might be a monarch rating or satellite issue, but France's ratings are high.
