What does increasing Development do?

Another newbie question: What does Development do, exactly? Aside of moving supply easier, what else does increasing Development do?
I don't recall the exact steps if improvement are, but I think it's in 25%; so 25%, 50%, 75%, and 100%.
Each step will increase production and speed movement to some degree. Also, I think loyalty will improve.
