Playing GC 1805 (as Prussia).
1. 30 turns in game and I can't see ANY other country using contraband (fearless sailors etc). I know they can do it (tested when loged as AI-played-Austria) Austria for instance was running low on money (mostly around 0), but still not activating this RGD.
2. Build defensive work RGD says it gives 10% loyalty +25% MC. I don't know about MC, but in fact it brings only 1% loyalty (in home territory). When used in conquered territory it gives no loyalty at all.
