Combat Ships -Interception
Tried to choose "intercept" for a fleet but was unable to due to "no combat ships".

You have to be in offensive posture to use the button.
If you still can't select it once you have changed the posture, then you will have to de-select the fleet and then re-select it. You will then be able to use the intercept button.
