But on T162, January 1-8, 1809, the Events for the Annexation of Oldenburg, and the Papal States remains locked, and the Event for the Annexation of Holland disappears!

More weirdness. There's a War with Spain Event that fires, and Holland, the Kingdom of Italy, and Naples, which are French Allies, DoW France:

Saw something similar, though regarding the Papal States, the event fired in my case. But I had moved a whole corps to Rome - I know its overkill but I've no idea what constitutes a division for the AI.

As to the Spanish alliance weirdness, I'm becoming more convinced that its not worth the hassle to have Spain as an ally when playing as the French. However, I never had the satellite state declaring war on France.

BTW you seem to have Westphalia created. How did you do it?

It fired while I was at war with Prussia - something triggered the Event, I just don't know what...

The event for the annexation of Holland is bugged, it should work if you do not own Amsterdam (at least I think thats what the tooltip says), but instead it turns off if that is the case when 1809 comes

If you don´t want to wait until it gets fixed, it´s possible to open the annexation events file an edit it, it`s not a hard fix but if you are not familiar with this stuff you can end up messing something, two events need editing, the one that turns off the option and the annexation event proper, if I remember correctly those are the ones that check ownership of Amsterdam in reverse of what it should be

The other option, I guess, could be not to mess with the events and actually own Amsterdam before 1809, but I don´t think that is what the game intended, not sure if it would work, don't remember all the other conditions, and probably you can´t since it´s their capital if I remember correctly

I think that after fixing that one, the others worked fine
