War Supplies seem to be critcal.
Is there some way to increase the production of War Supples?
Develop Territory in regions that produce War Supplies?

No, that won't have any effect. Only for now you have the option to buy WS (vs 500$). May be we could develop later some options to buy extra 'industries' producing WS, as was done for CW2...would require some time to make though, so not for now.

Ah, that seems to be incorrect; I have had very small increases to WS production through develop territory. One of the main buildings produces 10 as a base, a 51 development territory, 100% loyalty produces 12; when I increased the development to ~75 it went to 13. Not much but better than nothing.

According to Wiki, development level has an affect on base region production only, not structures. So I'm not sure if base region was increased or if Wiki is wrong and structure is influenced by development level

There is a slight bonus in production both from development and loyalty indeed.

Ok, how do you "buy WS (vs 500$)." I can't find it in the interface.

I don't believe so, if you are talking about arsenals, etc. They are defined to produce x amount of some resource each turn.
Cities on the other hand produce depending on loyalty and development.

I believe it's on <F4>, if not <F3>.

Improve State Administration - Convert Money to EP
Raise More Taxes - Convert EP to money
where EP is Engagement Points
I still can't find anyting that converts money to War Supplies.

Thanks for your info.
In my game, {Grand Campain, France} Purchase War Supplies in not in my Law and Decrees window. It is not in the National Modifiers List I downloaded from this site either. Did you start with it or it become available later.
Once I started fighting Austria, I had more War Supplies than I could use. Money, however was in short supply.
