Westphalia occurred after Tilsit. The event should change so that after Tilsit as long as Oldenburg, Hessen and Brunswick are not foreign controlled (or controlled by France) and French own Hannover and Madenburg, then the event becomes available.

A better approach would be to have multiple events for Westphalia, each one fires until event conditions are met. After Tilsit, the first event fires and converts Hannover and West Prussia into Westphalia. Then 6 events fire for Oldenburg, Hesson and Brunswick. The first 3 check if OLD, BRU, HES are still independent and own their capitals (one for each minor). The next 3 check for French control of the capitals. This is more flexible to account for unknowns.
Then, when Westphalia is created, Hannover and West Prussia immediate become part of it. Then OLD, BRU and HES may become part of it unless another power has taken it over. If that other power has, France comes in and boots them out, takes control of the capital and then the event fires, gives the minor to Westphalia.
