dardanelles straits

can't ottoman close the straits preventing russia fleet to move through (and closing merchandise funds as well) ?
If Ottoman are at war with Russia, forts in the Dardanelles will fire on Russian ships passing through.
Add heavy artillery to forts there to increase damage!
I'm not sure about the effect on commerce, but agree that hostile forts should also disrupt commerce.
