How do you increase the number of engagements points?

They come at regular interval from your control of objectives. There is no other mean but this one.

btw I fear there might be an issue with how the AI forgets to spend EPs in games. I've had a look on the other side a few times and the AI looks idle EP wise !

Winning battles and capturing enemy cities also brings ep (especially winning huge battles and destroying enemy units). I think there is plenty of EP in the game (it is 500 turns after all). War supplies, on the other hand, are usually lacking and there is not much a player can do to get more of those. Maybe we should have option to build more factories like in CWII? I can get enough men, money and horses via RGD, but no WS.

Personnally I am very wary of making players too rich. There should be bottlenecks and war supplies are a good one. I suppose what could be done is to better emulate capturing stocks of weapons/ammo when big depots / fortresses / Arsenals are captured, which happened many times in those times (cf the Corunna and Ferrol arsenals captured by the french). If there was a way for province capture to provide WS when there is a gunfoundry or Arsenal or Naval Shipyard for example, that'd be great.
