Russian Navy

The Russian Navy was active in the Black Sea, and the Eastern Med - they even had a small squadron in Trieste, occupied Corfu, and assisted with landings in southern Italy, but, as far as I know, they did not operate in the Atlantic. In the Baltic, they concentrated their naval forces as a "Force in Being" as a counter to the Swedish, and Danes:

"Fleet in being"? Really? Suppose you never heard of joint Anglo-Russian naval blockade of Dutch coast in 1798-99.
Here is the list of both Russian and English ships which had participated in Anglo-Russian invasion of Holland in 1799 http://wars175x.narod.ru/hll_dc01br.html

Russians wanted malta badly from brits so they could port"northern" fleet and thus have influence in the south all the year. The Russians had to settle for porting those ships in Portugal.

I dont think range is a problem for a Baltic fleet. Back in August of 1769 Russian Baltic squadron after suffering all sorts of trouble finally reached Aegean sea and wiped out Ottoman fleet at Chesma (Westernmost coast of today's Turkey) in 1770.
Besides in my current game as Russia (March 1806), I have allied Swedish squadron patrolling Black sea trade lines, dont even care if they're also "fleet in being" or whatever, I am real happy to see them there.

If you're playing as the British, just "Request Expeditionary Fleet." The Russians would have never stripped the Baltic Fleet, and sent it gallivanting all over the Atlantic.

Another misconception. Once again, you dont want to fence off anyone, especially Russians into delusional misconceptions. A lot of those misconceptions seem very logical, but as history has shown on numerous occasions, them Russians usually are prone into expect the unexpected things illogical.
Also for example, if Catherine the Great was more farsighted, she could had answered the British plea for Russian expeditionary force to help to quell that humanistic Masonic insurrection aka American Revolution in North America in 1770s. And that "fleet in being" might had deposited on the shores of Thirteen Colonies one of the best lead XVIII century armies under the unbeatable A. Suvorov. And only God knows how world history might had developed then, no bloody French and Russian revolutions, and none of that humanistic garbage like atheism, neopagan deism, Communism, Fascism and etc. Also this game for some reason, does not model extensive Russian and Swedish archipelago rowing fleets. Rowing vessels often times were just as decisive in Russo-Swedish wars naval battles as your regular sail ships.
And as of "stripping ships from the Baltic fleet", Anglo-Russian alliance was a sure guarantee Swedes be sitting quiet, waiting as usual for the next opportunity when Russia is fighting on several fronts, and Anglo-Russian relations are strained. Also on your earlier comment you said that Russian fleet had to keep watch on Denmark, actually relationship between those two countries were great most of the time, no scores to settle, often times Russia was Denmark's guarantee against their neighbors bullying them.
