Since, never, not once has Wellsley left India and gone back to England. Even after the patch was applied. Maybe you should just unlock him. I'm sure with the amount of ships at my disposal that I WOULD BE Happy to transport one of the best generals in the game back to England. So that just maybe I might be able to make use of his talents.

Did you answer the option about Wellington stay in India in the first place? If not, either it did not fire and it's a bug or you missed it (in which case, by default, wellington stays in India till 1808)
