So an attacker equal to a defender wins the war because he can't beat defender and defender can't repulse attacker so it is a draw
and the draw is an attacker 's victory as per +1/turn

BUT
there is a problem with the fact that the war result increasing by +1 automatically
why ?
because you artificially raise the victory for the attacker
if the defender does nothing, he lost cause the war result is growing up automatically
so the price for a peace is higher as the war goes on simply because the war goes on
as Spain, i dowed Portugal but GB's army added to Portugal kept me at bay so i only advanced to 2 cities
(almeida and elvas) then could not move further cause i could not match them
so .... i wait and after a few turns, you win despite the fact it is not an exploit and the defender could not attack me
and me attacking him
