The first time you open the build pool <F11>, if you drag a unit across one of the Rally Point buttons, the game engine starts doing some kind of calculations and then focuses on the Rally Point of the button you crossed. Basically the game engine is sensing the mouse pointer passing over the button with the left MB pressed.
The good news is, you simply drop the unit back into the Build Pool and the map focus will return to its previous position. Now that Athena has taken her sight seeing tour, you can drag units across the Rally Point buttons without any adverse affects... at least until the next time you start the game again

What I'm having a hard time getting is that the other units I could buy, the areas I can build them turn green, the ones for all the Cossacks stay orange.
