Poitiers, Limoges, Clermont Ferrand all level 6 cities and 11 land construction but..

I can only build field artilhary in Clermont Ferrand, the others two cities cant build, why?? ty in advance.

ps. only trying to understand where i should build depots and munitions factorys so i can build armys faster.

Different cities have different build values. A build value is how much a city can produce (in troops). Buildings within the city can increase the build size. Also, the build value is reserved for units already in production. So for example, if you build an artillery in Paris, you may not be able to build a new artillery unit until that one is finished.
