im playing with WE and it say i killed some merchant ships in Atlantic Shipping box with my raiders, does

Well if it angers the USA then it's probably that the merchant are neutral units so whoever side is attacking them is going to get the USA angered at you.
You should use the blockade box to halt the overseas supplies to Germany and send fast cruisers and destroyers for ASW warfare in the atlantic shipping box to prevent uboats creating too much havoc on your overseas supply income.
