think its a bug ,Otoman already surrender, but still have some armys fighting.

I don't believe those are Ottoman troops, look more like Bulgarians, but the commander is Ottoman. It's possible that he was outside the area of surrender, and thus didn't. That would probably be a bug.
Remember - The beatings will continue until morale improves.
