Some countrys when join the war show a lot of unitys in the build list, but its impossible to build, is this WAD for show the historical problems of that country, or u guys will give some upgrade to those countrys, so they can be more usefull in the future?

if i build amunition factory for example in Portugal would raise the land construction a lot, but because it is one offbox country away from France , i still would have the bonus of the amunition for all WE?
