Oddly, for me, the distant unload seems to have worked fine. I took the file you uploaded, and ran the turn. Humbart and his 2 corps are now in Togo, and the ships are still in the Atlantic. The troops distant unloaded from the Atlantic, and so made it. It takes 84 days now to move back from Togo to Africa Franciase.
I don't see troops moving from Bashar to El Ahrid? But the Suez canal is not ocean, but a special region, and that maybe why you can't get the troops to move through.
