Use middle mouse button and only use scrollbars as backup...

Open Regions (F8) and scroll, using the middle mouse button, from top to bottom.

True. I don't use the regions list as you though, I filter on some criteria then do a sort and check the first entries (highest power or highest supply), so I don't check all regions

I am still of the opinion some would appreciate it if you would work on these 'lame and tiny' scrollbars.

Exactly. Page Up/Dn and Arrows would be awesome. I know they are used for map controls, so what about either:
1. As with middle wheel, if the mouse is in the message box, the keys do not work on the map but instead on the message box
2. CTRL-Page Up/Dn and arrows are for the message box.

Update: Key down and up will work to scroll one entire page at a time. Plus tooltip added to scroll bar describing the three methods of using it. And some typos fixed (autonomy > self-sufficiency).
Not sure it will make in official patch though, sorry. Too late.
