In a full campaign PBEM as CP, 3-star Hindenberg has appeared in East Prussia on turn 2 due to Russian invasion. However, when I hover over Hindenburg to appoint him the new GHQ in the East, it says it will cost NM and VP because Hindenberg has less seniority than Karl Von Bulow, the 3-star commander of the German 2nd Army (and currently in Namur). This even though Hindenberg has seniority of 61 and Von Bulow is an 88! I am going to pray and hold my breath and promote Hindenberg to GHQ despite the tooltip, in the hopes the tooltip is wrong. But this isn't the first time the promotion tooltips have been wacky. Please take a look at this! I will post again if I take a NM/VP hit for promoting a more senior Hindenberg over Von Bulow.
