The game never launches correctly at the first attempt

Hi,

Whenever I try to launch the game (by clicking on the shortcut on my desktop or by launching steam) it freezes when it says "loading data 1/3...", game version, Windows 8, and TO END ALL WARS in big letters in the middle of the screen. Why is that?

This is an Ageod, Matrix or Steam version?
