Is it possible to replace lost elements in fixed merchant ships located in shipping boxes?
If so, will naval transport replacement chits do the job?

I noticed, after stationing an Austrian-Hungarian fleet that contained a few transports in the Mediterranean Shipping Box, the CP player began receiving a small amount of income and WS.

Does this work for all players in all boxes?

Naval settings determine this. If you are playing the most player involved settings, then they must return to port. But any of the other three settings allow replacement in place.
