Push to get Russian NM below 75: 2 nasty decisions will then apply. The Tsar takes command resulting in a bad GHQ and worse, Rasputin comes resulting in more loss of more NM and increased chance of Rebellion.

Destroying Russia's northern start-up armies. The job doesn't stop there of course, but as long as they are intact and active you'll spend most of your time in the East reacting to them rather than pushing on to St Petersburg.

It helps if you can also clean out the Russian Baltic fleet, mount a credible Austrian offensive on the eastern shoulder of the German push, and later bring Bulgaria and Romania onside to further distract from your northern ambitions.

Depends on the combination of Plans that you draw.

Ideally,
* an enveloping movement to secure the rail Kovno, Bialostok, Brest-Litovsk, Rzin, Lodz;
* a subsequent development along the rail Kovno, Wilna, Dvinsk, Lutzin, Pskov, Luga Tzarskoie Selo;
* a low-intensity (including amphibious) movement along the Baltic coast securing regions west of this line;
* an Austrian effort to secure Dubno, Rowno, Kowel, Pinsk.

You can't do any of this unless you can secure your start position in the West. So, stay out of Belgium, send the majority of your infantry builds East but the majority of your artillery builds West, build depots along your western border to ensure ammunition supplies for the arty you've sent there.
