Counting as the Ships Go By

The rules say “when below 25 merchant ships.” How does one find the number of enemy merchant ships in a shipping box?

What does the fraction by each ship name mean?

The fraction means the same of other units, the combat power, real/theoretical maximum.

I guess those are armed merchant and can fight.

IMO there should be much less info than the one provided, considering the huge size of the Atlantic shipping, though just represented by one box. You may more than guess how many are there by the combat power, number of units and number of merchants elements per unit.
