Dead in the Water

After several rounds of combat, an enemy fleet, consisting of named units under observation, shows no cohesion or strength and seems to have little or no power of movement. What does this say about the fleet’s condition? Is it possible to inflect further damage on such a fleet, or can the fleet come back from the dead if it makes it to a friendly naval base?
