Can one break a blockade? If so, will the blockade counter reset or run backwards? In other words, can a blockade level be reduced or is it only possible to prevent its increase?

Unfortunately it seems that it's only possible to stop it from increasing. IMHO especially due to this the whole mechanic is really badly (and unfairly) designed.
Here's hoping that the second title in the new engine will be WW1! With some improvements TEAW would be a wonderful game instead of being only good.
