Marching to the sound of guns and inactive leaders

Do inactive leaders can perform March to the sound of guns and support friendly forces fighting nearby?

They can but the chance to is reduced (since it's based on how long it takes the stack to march to the battle region). In general it's usually reliable on defense but not so much on attack.
