About loyalty

So I had driven Germany out of Belgium and set combat units on each city, but they loyalty did not only not move in my direction but moved more toward the Central Powers.
I am wondering if there is a magic garrison to improve NM. I have a full corps in Antwerp, division and small corps in all other cities.

I don't know what "loyalty" is. Are you speaking about "alignment"?

Having said that (and assuming that you are referring to alignment) I don't watch that metric at all. What does it really tell you, and what is it's impact on the game?

Perhaps I should be watching it.

There are two measures of whether or not you control a region, one is military control, the other is loyalty (yes alignment in this game).
It tells if you can build units, move freely and these kinds of things.
For instance when I retook Belgium, I could not get alignment up to plus 50% so I could build new units.
