Cavalry are the only exploitation force of this era. They move fast on the campaign map, and make good scouts, raiders, or leaders of a breakthrough (don't give them supply units though, those will slow them down). They also have high assault values so larger armies containing cavalry will tend to inflict more damage when they win a battle and cause more pursuit hits.
On the flipside, cavalry doesn't improve as the game goes on while most other things do, and cavalry forces tend to be quite fragile so will take heavy damage if they lose a battle.
In terms of actual use, I think most army stacks should have one or two units of cavalry, especially those that are involved in offensives. Cavalry-only stacks are not that useful in the West after 1914 (not much room to manoeuvre, usually) but are very handy on the non-mountainous fronts if you treat them with care.
