What type of units use Ammunition?

Some parts of the manual state medium artillery and up, other parts of the manual state heavy arty and up.

It's hard for me to tell what's using it, and I'll go many turns in a row without my ammunition level changing (as noted at the very top of the screen).

Any thoughts or comments on ammunition?
