Do they have an option if you play as the entente that you can play both East and West? Is this something they could build for the future.

You can do this now, but you have to load the turn up as one Entente faction, plot orders, then save (not end turn!). Then load up the other Entente faction, plot orders, save, and end turn. The orders saved for the first faction will be used.
