Creating corps

Hey everybody, I am having some difficulty creating corps. When I press "create corp commander" and try to select a unit it doesn't seem to work
So when you select create a corps the option is highlighted?
If so, hold the control key and select the units, usually two infantry and maybe one militia and artillery. Then select the combine option. See if this works.
