Eternal static stacks: what to do with them?

Dear EAW players,
I noticed some pretty big stacks which are static for 500 turns...is there a way to unlock them?

They are unlocked if they are under attack. Otherwise they are free static garnison.

There is a nice developement going on. At the moment Italy joined the Entente powers. Now the French Alpine army is active! I suppose they become only active if Italy joins the entente...nice! Now I can thrust the Huns in the soft belly!
