For some reason which I don't understand, sometimes my 2 star generals are not able to form an Army(the same problems I have in RUS). For example in War in Palestine scenario there is British 2 star general Edward Bulfin and I can't create HQ with him. Maybe army creation is disabled in this scenario but I remeber in RUS grand Campaign there were also some generals who refused to create HQ or accepted only one unit.

Some generals can't be promoted. If you look at the MDL files under GameData/Models for the general in question, if CanBeHQ is set to 0, it cannot be an Army HQ. This is unusual, but some generals are set this way.

While agreeing with Altaris, this lack of promotions may be due to being out of the command range of your GHQ in both games. Just a thought.
