p33-34 of the manual, however it is not detailed more than Bob answer.

In RusG game:
Army GHQ Command Radius:
. The Command Radius of an Army GHQ commander to allow the formation of subordinated Army Corps Forces
is 15 regions.
. The Command Radius of an Army GHQ commander to allow bonuses or maluses
is limited to the region in which the Army is located, or all adjacent regions, or up to two (2) regions away
if its Strategic Rating is 1, or is 2 through 5, or is 6 or greater.

I still think that the range for forming subordinated Army Corps should be greater, does the GHQ have no ability to send telegrams or couriers to the front?

Happy for the bonuses/maluses to be a much closer range however.

Sucks that I have to detach my 3 star starting generals to rail them closer to the GHQ to get approval to set up their army.

Agreed - actually there should be no allowance for an army of the GHQ covering the whole map ;-D
Why do the stats of my generals leading armies and being attached always differ? Actually they got worse...is it because they are attached to Moltke?

Certainly depends on the leader, put them in with Hidenie or the like and profit.
