British surrender hard-coded?

I am watching XTRG's TEAW LP and the UK had rebel alignment at 100% since at least Jan 1916 and has basically maintained it since then. It is now around Aug '16 and the UK still hasn't surrendered. If there is a 20% chance of surrender each turn, after at least 14 turns, the odds would seem to favor surrender unless the UK's surrender was hard-coded to not happen until a certain date; is that the case? Or is there something else that has to happen before surrender?

It's been one week and not a single guess as to British disengagement from war...

In the game that I am referring to, the UK rebel alignment has bounced back to more around 88%, giving it only an 8% chance of withdrawing from the war, but it is still strange that at 100% rebel alignment for many turns, the UK stayed in the war. Does anyone know if the UK is hard-coded to stay in the war until the Russians withdraw first? Has anyone seen the UK sue for peace?
