Diplomatic Influence

How is the change in a nations attitude towards the ENT/CP determined? I used to think that it went up or down by a point or two, but I have been jotting down the differences each turn and it has fluctuated much more than I realized. If I'm not mistaken, Greece affection toward the CP went down 11 points (from 47 to 36) in one turn and then went up 2 points the next turn. I am not sure if the ENT had a diplomat in Greece. Bulgaria went +3, -5, +2, -3, +4, +2 and the CP only had a diplomat there. Is it all variable with a greater probability of a positive outcome if a diplomat is present? I would think that if a net NM change occurred during a turn (or the previous turn depending on the calculation) that this would be a significant factor in determining the persuasiveness of a diplomatic overture. In addition, if the net NM change occurred in the same theater this would more significantly, or at least more likely, affect the diplomatic affection of a minor power. Example: If Ger won decisive battles in Russia and A/H and Russia/Serbia fought to a stalemate then diplomats in the Eastern Front nations would more likely affect a positive outcome on nations like Bulgaria (for fear of not wanting to be next or to bolster natural inclinations towards the CP). Is this true or is it merely randomized with better chance if a diplomat is present?
