Rookie EAW questions

I'm new to EAW and I had a couple of questions; I've only played AACW and CW2 before. Is it possible for militia units to upgrade like the volunteers or militia in CW2? Or will they always be second line troops?

And am I to understand that the only penalty different nationalities impart is twice as much command cost? They don't fight at reduced effectiveness or have any other penalties?

Besides keying certain events, does alignment effect anything else? Does it reduce production or provide recon for the enemy? I'm assuming it's not exactly akin to loyalty in CW2?

Militia does not upgrade, so it should only be built for emergency situations.

You are correct on other nationalities.

Alignment does not effect performance or cost of any units.

Okay, good to know about the militia and the alignment. I wasn't sure if the militia wouldn't be a bad long term investment. Maybe have them garrisoning the rear or in a secondary front somewhere until they upgraded up. I'm also assuming there aren't the training officers in EAW since everyone was a lot more professional and trained up compared to the volunteer or militia units in the Civil War. Sounds like they're out aside from emergency use like you mentioned. Thanks again.
