Unlocking promises to Romania

Ok, what exactly is necessary to have 'Promises to Romania' card unlocked?
In conditions simple "Romania must be neutral" stands but how to get it "Neutral" exactly? In several games I had Romania hanging at 50% (or close enough) to both CP and Ent. but this event is not unlocking...which is a bit frustrating for EE :)

Neutral just means they're not yet in the war.

I'm fairly certain all the Italian/Bulgarian/Romanian goals/concessions/promises events are somewhat random, since I've seen them unlock as early as Early Feb, 1915 or as late as July, 1915.

They are unlocked based on the date and it is somewhat random.

Starting in later 1915 I believe.

Usually you don't have to worry about it so much bc if cp uses promises to Bulgaria then Greece and Romania will basically be guaranteed to enter the Entente.

It's likely that cp will take this choice even though it gives a malus to their relationship with Greece and Romania bc Bulgaria has the best military out of all the Balkan countries.

The resulting pro Entente boost that happens when CP uses promises to Bulgaria will most likely knock the other two into pro Entente diplomatic status or very close to it. Of course if you're hoping to gwt control over Romania and open up the front there as EE you need the WE to put a minor diplomat on Romania.

Considering that there are few countries which aren't neutral stance and can be useful to have on your side bc they will open up another front for example, its pretty much guaranteed that WE will use a diplomat for Romania. Its a no brainer
