I went through the manual and I didn't see this part described in detail. What are the loss of cohesion/power per NM level? It has varied in different games so I can't use previous games as guides unless I'm told which one.

My current opponent is at 78 morale. Is that low enough to have an effect on him?

That's for sure, but I don't know how to measure exactly, in any case if you're playing as the W.E and the CP already has that low morale, early in the war the game is basically won.

EDIT: But how about your NM?

Are you playing the historical scenario? What year? I'm curious haha...
